ICA states that it takes into account factors such as family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. There is no points table and no income cut-off on its pages, so the sponsor's finances, the marriage and the applicant's record are read together.
LTVP+ for Spouses of Citizens
LTVP+ is an enhanced pass for foreign spouses of Singapore citizens. There is no separate application: ICA considers every citizen-spouse LTVP application for LTVP+ automatically. The rules come from ICA's 2012 launch release, which is still on ICA's site.

A Worked Example
Mei, a Vietnamese national, and Daniel, a Singapore citizen, plan to marry next year. They complete the PMLA, free and decided within a month, and receive a Letter of Eligibility. They marry within the year, and Daniel sponsors her LTVP on ICA e-Service: with the letter, ICA aims to decide in about 6 weeks. With no child yet and a new marriage, an LTVP+ is less likely at this stage. After their son is born a citizen, she can be considered for LTVP+ at her next renewal.
The Pre-Marriage LTVP Assessment
- Who: a Singapore citizen and a non-resident partner who plan to marry.
- Cost and time: free, online, processed within 1 month.
- Outcome: a positive result gives a Letter of Eligibility. The couple can apply for the LTVP within 1 year of receiving it.
- Limit: the letter is not an LTVP approval. The spouse still applies after the marriage.

Fees and Renewal

Working on an LTVP
An ICA-issued LTVP or LTVP+ holder who is married to a Singapore citizen or PR, or is the unmarried child under 21 of one, can work once the employer gets a Letter of Consent from MOM. The pass must be valid for at least 3 months, the employer applies, and there is no levy or quota. Eligible holders can also apply for a Pre-approved Letter of Consent, which lets them look for work with consent already in hand. Parents on an ICA LTVP are not covered. What Is Changing
ICA and MOM have announced no change to the LTVP or LTVP+ rules as of 3 Oct 2026. Two gaps are worth knowing: ICA's dedicated LTVP+ page has been removed, so the 2012 release is the latest official statement of LTVP+ terms, and ICA does not publish the standard validity for a spouse LTVP.
