Short answer: Singpass eligibility comes down to two things, an NRIC or a FIN, and being at least 15 years old. Every Singapore Citizen, Permanent Resident and FIN holder who meets the age rule can register, which covers Employment Pass, S Pass, Work Permit, Dependant's Pass, Long-Term Visit Pass and Student's Pass holders. Registration is done online with Singpass Face Verification. If you have no Singapore ID at all, for example because you left and your pass was cancelled, the route is a Singpass Foreign user Account (SFA) issued by a specific agency.

Key Takeaways
- Singpass is open to Singapore Citizens, PRs and FIN holders aged 15 and above, whatever the pass type.
- You register at singpass.gov.sg with Face Verification, then set a password, SMS 2FA and the Singpass app.
- The address on your NRIC or FIN card has to be correct before you start, so update it first if you have moved.
- A Work Permit holder's Singpass stays valid for 3 months after the permit expires or is cancelled, without Myinfo data, and is then deactivated.
- Foreigners with no Singapore ID use an SFA, issued only by Corppass, GoBusiness, IRAS or MinLaw, and each SFA works only with the agency that issued it.
Who Can Get Singpass
GovTech states the rule in one line: Singapore Citizens, PRs and FIN holders aged 15 and above are eligible. The pass type does not matter as long as it comes with a FIN, so the table below is really a list of who holds a FIN.
| Your status | ID used | Account you can get |
|---|---|---|
| Singapore Citizen or PR, 15 or older | NRIC | Singpass |
| Employment Pass, S Pass, EntrePass, PEP or ONE Pass holder | FIN | Singpass |
| Work Permit holder | FIN | Singpass, with 3 months' use after the permit ends |
| Dependant's Pass, LTVP or Student's Pass holder, 15 or older | FIN | Singpass |
| Pass approved but no FIN issued yet | None yet | Wait for the FIN |
| Former pass holder, former PR or former citizen | None valid | SFA from the agency you need |
| Visitor on a short-term pass | None | No Singpass; SFA only for Corppass, GoBusiness, IRAS or MinLaw services |
| Anyone under 15 | NRIC or FIN | Not until age 15 |
Why the FIN Matters
Singpass is a login tied to a government identity record. For a foreigner that record is the FIN printed on the pass card. Until the pass is issued there is nothing to link the account to, which is why a spouse whose Dependant's Pass is approved but not yet issued has to wait.
How to Register for Singpass
GovTech describes registration in three steps, and ask.gov.sg adds a check before them. The whole thing runs online when Face Verification works for you.
- Check your address. The residential address on your NRIC or FIN card must be correct. If you have moved, update it with the relevant authority first; ICA runs the address-change service.
- Register with Face Verification. Go to singpass.gov.sg, choose to register, and scan your face. Singpass says this is instant.
- Secure the account. Create your password, switch on SMS 2FA with your Singapore mobile number, and fill in your contact details.
- Install the app. Download the Singpass app from the Apple App Store, Google Play or Huawei AppGallery and link it, so you can log in with your fingerprint, face or a 6-digit passcode instead of a password.
If Face Verification Does Not Work
Singpass runs counters where staff help with account problems such as changing a registered mobile number. Bring your original NRIC or FIN card. Face Verification itself cannot be switched off: Singpass treats it as a compulsory check for higher-risk transactions.
What You Can Do Once You Are In
GovTech counts over 2,700 services across about 800 government agencies and businesses. For a new arrival the ones that matter early are myTax Portal for income tax, CPF services for PRs, HealthHub and bank or insurer sign-ups that pull your details through Myinfo. The app also carries a Digital IC that many counters accept in place of the physical card, though Singpass lists exceptions where the card itself is still required.
The Singpass Foreign user Account (SFA)
The SFA is a Singpass login for foreigners who have no Singapore government-issued ID. It is not something you request from Singpass directly. According to ask.gov.sg, only four bodies issue it: Corppass, GoBusiness, IRAS and the Ministry of Law.
| Situation | Who issues the SFA | Notes |
|---|---|---|
| Foreigner with Singapore income or property tax matters | IRAS | Covers myTax Portal; apply through the IRAS online form |
| Foreign director or staff handling company filings | Corppass | Issued automatically with a Corppass user account |
| Foreigner applying for business licences | GoBusiness | Register as a foreign user on GoBusiness Licensing |
| Legal services run by MinLaw | Ministry of Law | Separate SFA for MinLaw e-services |
What IRAS Asks For
IRAS needs your national ID or, if you do not have one, a passport with at least 6 months of validity, plus an email address that has never been used for Singpass or a previous SFA. Former residents should still enter the NRIC or FIN they held. IRAS says the activation email usually arrives within 10 working days. You then set up the Singpass app with the SFA user ID, such as Y1234567A, and you must do this within 90 days or the account is terminated.
Limits of an SFA
- It works only for the agency that issued it. Dealing with IRAS and Corppass means two applications, though IRAS lets you quote an existing SFA ID.
- It expires when the ID document it was issued on expires, so send the agency your new document before then.
- Each person needs their own email address. Spouses cannot share one.
When Your Pass Ends
Singpass publishes one specific rule here: for a Work Permit holder, the account stays valid for 3 months from the date the permit expires or is cancelled. Services still work in that window, but Myinfo data does not. After 3 months the account is deactivated. Singpass does not publish a matching figure for other pass types on the pages we checked, so do not count on a grace period after an Employment Pass or Dependant's Pass ends.
The practical step is to download what you need before you leave: CPF statements if you are a PR, tax assessments, and any letters sitting in your myTax Portal inbox. If IRAS later needs you to file or pay, the SFA from IRAS is the way back into myTax Portal. Your employer's Form IR21 tax clearance usually closes out your Singapore tax when you leave, and IRAS sends the resulting tax bill to myTax Portal, which you can reach with Singpass or an SFA.
Frequently Asked Questions About Singpass Eligibility and Registration
Can foreigners get Singpass?
Yes, if they hold a FIN and are at least 15. That covers Employment Pass, S Pass, Work Permit, Dependant's Pass, Long-Term Visit Pass and Student's Pass holders. Foreigners without a FIN can only get a Singpass Foreign user Account from Corppass, GoBusiness, IRAS or MinLaw.
What is the minimum age for Singpass?
15. Citizens, PRs and FIN holders can register from their 15th birthday.
Can I register for Singpass before my pass card arrives?
You need a FIN to register, because the account is linked to your identity record. Once your pass is issued and you have the FIN, register at singpass.gov.sg with Face Verification.
My Work Permit was cancelled. Can I still use Singpass?
For 3 months from the expiry or cancellation date, yes, but without Myinfo data. After that the account is deactivated.
What is a Singpass Foreign user Account?
An SFA is a Singpass login for foreigners with no Singapore government-issued ID, such as former pass holders who have left. It is issued by Corppass, GoBusiness, IRAS or MinLaw and works only with the agency that issued it.
How long does an IRAS SFA take?
IRAS says to expect the activation email from Singpass within 10 working days. You must set up the Singpass app within 90 days of receiving the SFA user ID, and myTax Portal access starts the next working day after setup.
I forgot my Singpass password. What now?
If 2FA is set up, reset it online at singpass.gov.sg with your NRIC or FIN and Face Verification or an SMS one-time password. SFA holders log in with the Singpass app and do not need a password.
