URA's rental index tracks private homes only, not HDB flats. It is built from tenancy details that owners file with IRAS, and since 2015 it uses a stratified hedonic regression that controls for the age and size of the homes let in each quarter, so a quarter with more small units does not drag the index down on its own.

Reading the Regions

URA groups private homes into three market regions: the Core Central Region, the Rest of Central Region and the Outside Central Region. Each region has its own base of 100 in 2009, so higher index numbers in the outer regions mean rents there have risen more since 2009, not that they are dearer in dollars.

Foreigners on a valid pass can rent HDB flats, but HDB sets a quota on flats let to non-citizens. Once the quota is reached, HDB says the flat can only be let to Singaporeans and Malaysians, so confirm with the landlord that the flat can take you before you pay a deposit.

For private flats and condos URA publishes, per project, the 25th percentile, median and 75th percentile rent in Singapore dollars per square foot per month. It covers projects with at least 100 units that had at least 10 rental contracts in the quarter, which in Q2 2026 meant 621 projects and 16,079 contracts. Multiply by the unit's size to turn the rate into a monthly rent.
