The One-Employer Rule

MOM gives three examples. S$20,000 from Company A and S$10,000 from Company B adds up to S$30,000 but is not eligible. S$30,000 from Company A and S$5,000 from Company B is eligible, and so is S$30,000 from Company A alone. Fixed salary means basic pay plus fixed monthly allowances; bonuses, commission and share awards do not count on the salary route. MOM considers other income case by case.

What the ONE Pass Gives You

  • Up to 5 years for a first pass and up to 5 years for each renewal.
  • No employer sponsorship, no foreign worker levy or quota, and exemption from COMPASS and the Fair Consideration Framework advertising rule.
  • The right to start, operate and work for several companies at the same time, subject to your employment contracts, without reapplying when you change jobs.
  • Family passes: a Dependant's Pass for a spouse and children under 21, and a Long-Term Visit Pass for a common-law spouse, children with disabilities aged 21 and above, step-children under 21 and parents.
  • A spouse on a Dependant's Pass can work on a Letter of Consent, an option most other pass holders' spouses lost in 2021.

How It Compares With Other Top-End Passes

The Personalised Employment Pass starts at S$22,500 a month but lasts only 3 years and cannot be renewed. Tech.Pass also starts at S$22,500 but closes to applications after 27 January 2027; our Tech.Pass eligibility checker covers it. The ONE Pass costs more to reach but is the only one of the three that runs to 5 years and renews.

Renewal Criteria

To renew, you need one of two things: a fixed monthly salary that averaged at least S$30,000 over the past 5 years in Singapore, or a Singapore-based company you started and run that employs at least 5 locals, each earning at least the prevailing EP qualifying salary. That EP figure is S$5,600 a month at age 23 or below today and rises with age, and it increases from 1 January 2027.

A regional sales head paid S$34,000 a month fixed by a listed company worth US$3 billion, for the last 2 years, meets the salary route. A consultant paid S$22,000 by her firm and S$9,000 by a board seat does not, because no single employer pays S$30,000. A start-up chief technology officer on S$24,000 fixed plus S$9,000 a month in vested options, with 7 years in technical roles at a company that raised US$45 million, misses the salary route today but meets the AI and Tech track from 28 January 2027.

What Is Changing

The AI and Tech track opens on 28 January 2027 and replaces Tech.Pass, which stops taking new and renewal applications after 27 January 2027. MOM has said the renewal criteria for the new track will be published on its website. The salary route stays at S$30,000 a month, with no announced change as of 3 Oct 2026.

Which Route to Use

Use the salary route if one employer has paid you S$30,000 fixed for a full year. When your package leans on stock, wait for the AI and Tech track.
