Short answer: GIP eligibility starts with who you are, not how much you can invest. The Economic Development Board (EDB) accepts four profiles: an established business owner whose company turns over S$200 million a year, a Next Generation Business Owner of a family business turning over S$500 million, the founder of a fast-growth company valued at S$500 million or more, and a family office principal with S$200 million in net investible assets. Only then do the investment options apply: S$10 million in a Singapore business (Option A), S$25 million in a GIP-select fund (Option B), or a single family office with S$200 million under management (Option C). This GIP eligibility calculator tests the profile first.
Figures checked 3 Oct 2026 against EDB's Global Investor Programme page, updated 2 October 2026, and the GIP factsheet it links to, updated 5 May 2025.

Key Takeaways
- Capital alone does not qualify you. EDB first tests the business: its size, its industry, your stake in it and how long you have run it.
- Established business owners need 3 years of track record and S$200 million in turnover last year and on average over 3 years. Next Generation Business Owners need S$500 million.
- Family office principals need 5 years of track record and S$200 million in net investible assets excluding real estate, and can use Option C only.
- The application fee is S$20,000, not refundable whatever the outcome, and processing takes about 12 months.
- GIP gives permanent residence with a 5-year Re-Entry Permit. Renewing it depends on jobs created, the investment kept in place and time spent living in Singapore.
The Four GIP Profiles
| Profile | Track record | Size test | Other conditions | Options |
|---|---|---|---|---|
| Established business owner | 3 years or more | S$200m turnover last year and S$200m a year on average over 3 years | 30% shareholding if private, or among the largest shareholders if listed; company in a GIP industry | A, B or C |
| Next generation business owner | Not specified | S$500m turnover last year and on average over 3 years | Immediate family holds 30% or is the largest shareholder; you are in management; GIP industry | A, B or C |
| Founder of a fast-growth company | Not specified | Unlisted company valued at S$500m or more | Founder and one of the largest individual shareholders; backed by reputable VC or PE; GIP industry | A, B or C |
| Family office principal | 5 years or more | S$200m net investible assets, excluding real estate | Entrepreneurial, investment or management track record | C only |
Up to two companies can be combined to meet the turnover test. The GIP industry list in the factsheet has 25 entries, from aerospace engineering and clean technology through healthcare, infocomm, logistics and precision engineering to arts businesses, sports businesses and family office and financial services. A business outside the list, such as property development, will not qualify under the business owner profiles, however large.
A Worked Example
Mr Tan owns 45% of a private electronics manufacturer that turned over S$260 million last year and averaged S$215 million over the past three years. He has run it for 12 years. He meets the established business owner profile and can choose Option A, B or C. His cousin, who owns 60% of a property developer with S$400 million in turnover, does not qualify: real estate development is not on EDB's industry list.
Options A, B and C
| Option | Investment | Conditions |
|---|---|---|
| A | At least S$10m in a new business or the expansion of an existing one in Singapore | 5-year business plan with jobs and spending projections; 30% or larger stake; part of management; paid-up capital already invested can count |
| B | S$25m in a GIP-select fund that invests in Singapore-based companies | Listed in EDB's factsheet updated 5 May 2025 |
| C | A Singapore single family office with at least S$200m in assets under management | At least S$50m moved into Singapore and deployed in EDB-specified investments within 12 months of final approval |
A Note on Option B
Several sites say Option B has been withdrawn. As of 3 Oct 2026, the factsheet linked from EDB's live GIP page still lists it, and we found no EDB announcement removing it. Confirm the current list of GIP-select funds with EDB before planning around it.
Costs, Timeline and Family
| Item | Figure |
|---|---|
| EDB application fee | S$20,000, not refundable |
| ICA processing fee | S$100 per applicant |
| Processing | About 12 months |
| Approval-in-principle | Valid 6 months; make the investment within that time |
| Formalise PR | Within 12 months of final approval |
| First Re-Entry Permit | 5 years |
A spouse and unmarried children under 21 can be included as dependants for PR. Parents and unmarried children aged 21 and above can apply for a Long-Term Visit Pass tied to the investor's Re-Entry Permit. For how PR works after approval, see our guide to what to do after PR approval.
Re-Entry Permit Renewal
PR through GIP is kept through the Re-Entry Permit. Without a valid permit, you lose PR when you leave Singapore. The renewal window opens 3 months before expiry. For a 5-year renewal, the investment must be in place and the option's jobs condition met, and you or all your dependants must have lived in Singapore for more than half the time:
- Option A: the company employs at least 30 people, at least half of them Singapore citizens and at least 10 of them new hires.
- Option B: the S$25m stays invested in the GIP-select fund.
- Option C: the family office employs at least 5 new family office professionals, 3 of them citizens, and keeps S$50m deployed.
- A 3-year renewal needs the investment plus either the jobs or fund condition or the residency condition.
What Is Changing
EDB updated its GIP page on 2 October 2026; the factsheet behind it dates from 5 May 2025, when the turnover and asset thresholds above were already in place. No new changes to the profiles or options have been announced as of 3 Oct 2026. EDB revises GIP by announcement, so check the factsheet date before you file.
If You Do Not Qualify Yet
Most founders and business owners fall below these thresholds. The usual routes are an Employment Pass for a Singapore company you incorporate, or the EntrePass; our guide to company incorporation for foreigners covers the first step, and business relocation to PR explains how that path can lead to permanent residence later. For the full programme, read our GIP guide for entrepreneurs.
