You can change jobs during a PR application in Singapore. Neither ICA nor MOM publishes a rule against it, and ICA has a set way to record the move. According to its answer on AskGov, you log in to the e-Service through MyICA and select 'Update information' on your case summary page to give your latest employment or salary details.
Your new employer handles the other half. A work pass belongs to one employer, so the new company applies to MOM for a fresh Employment Pass or S Pass, and MOM assesses that application under the rules in force when it is filed. Timing is the part to plan: if the old pass is cancelled before the new one is issued, you lose the right to work and fall outside the pass category that ICA's route for professionals is written for. This guide covers what to tell ICA, which documents to refresh, how a pay change or a gap may be read, and an order of steps that protects both your pass and your application.
Key Takeaways
- ICA's published route for new employment or salary details is the 'Update information' option on your case summary page in the e-Service, reached through MyICA.
- Your new employer applies to MOM for a new Employment Pass or S Pass. MOM says you do not need to cancel the current EP first, and it does not cancel the old pass automatically when the new one is approved.
- Do not let the old pass lapse before the new one is issued. A cancelled pass means you cannot work, and a Short-Term Visit Pass requested at cancellation lasts up to 90 days for a former EP holder and up to 30 days for a former S Pass holder.
- ICA publishes no rule on how a pay change, a probation period or a short gap affects a pending case, so send clear evidence of the new job and let the documents explain the move.
- ICA generally decides within 6 months when all documents are in order, and some cases take longer. It does not say whether a job change adds time.
- From 1 January 2027, new EP applications need at least S$6,000 a month (S$6,600 in financial services). A job move is a new application, so it meets the higher floor before a renewal would.
Can You Change Jobs While Your PR Application Is Pending?
Yes. ICA lists 'Holder of an Employment Pass or S Pass' as one of its PR eligibility categories, and for that category it states that no sponsor is required. You applied in your own name. Your employer supplied a letter and your pay slips as supporting documents, but the company is not a party to the application, so leaving it does not take a sponsor away from your case.
What matters to ICA is whether your profile still holds up after the move. ICA says it considers factors such as family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency when it judges your ability to contribute to Singapore, to integrate, and your commitment to sinking roots here. A job change touches economic contribution most directly, because your salary, your role and your employer all change at once. Everything else on that list stays where it was.
Why Your Employer Is Not Your Sponsor
Sponsorship matters for some PR categories. A spouse of a citizen applies with the Singaporean spouse as sponsor, and an aged parent applies with a citizen child. Work pass holders are treated differently. You log in with your own Singpass, complete the form, make the declarations and submit it yourself, and the same login opens the case summary page where updates are made. A change of employer is therefore something you report to ICA. Neither your old company nor your new one has to sign anything off with ICA.
What to Tell ICA and How to Do It
ICA answers this on its AskGov portal, under the question of how to update your latest employment or salary information for a PR application. Singpass users log in to the e-Service via MyICA and select 'Update information' within the case summary page. If you applied without Singpass, you log in to the e-Service with the application Reference ID you were given, then use the same option.
ICA does not set a deadline for the update or say what has to be attached. We suggest filing it in your first week at the new company, once the new pass has been issued and HR can produce a letter. If you update earlier on the strength of an offer letter, you may end up telling ICA about a job that never starts, because MOM can still turn the new pass down.
Documents to Refresh After the Move
ICA's PR document checklist sets out what you gave at the start. The table compares that with what we suggest uploading once the job changes. The right-hand column is our own guidance, since ICA does not publish a separate list for job changes.
| Document | ICA checklist at submission | What we suggest after a job change |
|---|---|---|
| Letter of employment | From your current employer, dated no more than 3 months from the date of your online application, stating occupation, date of employment, and basic and gross salary per month | A fresh letter from the new employer giving the same four details, dated close to the day you upload it |
| Pay slips | Pay slips from the last 6 months | Your final pay slips from the old employer, then the first one from the new employer when it is issued |
| Work pass | Not listed as a separate item | The notification letter or card for the new Employment Pass or S Pass |
| Proof the old job ended | Not listed | A resignation acceptance or release letter showing your last day, if HR gave you one |
| Self-employment records | For the self-employed: the latest ACRA business registration certificate and the latest 3 years' balance sheets and profit and loss statements | Relevant only if you left employment to run your own business |
The checklist also says ICA may contact the main applicant or sponsor for supporting documents that are not listed. If an email from ICA asks for something specific, send exactly that, even when it repeats a document you uploaded before. Our guide to the employer letter for a Singapore PR application has a format you can hand to the new HR team.
The New Work Pass Is a MOM Matter
ICA does not issue or transfer work passes. MOM's guidance for an EP holder who wants to change jobs is short: ask the new employer to apply for a new Employment Pass, and there is no need to cancel the existing EP before applying for a new one. MOM adds that the application will be considered on its merits and under prevailing guidelines. Our step-by-step guide to switching jobs on an Employment Pass covers the employer side in more detail.
In practice the new job is tested from scratch. The candidate must earn at least the EP qualifying salary and, unless exempted, the application must score 40 points under the COMPASS framework. Candidates with a fixed monthly salary of at least S$22,500 are exempt from COMPASS, and so are overseas intra-corporate transferees. For online applications, MOM says it processes the case or gives an update within 10 business days. The employer pays a S$105 application fee and S$225 when the pass is issued. You may start work once the notification letter for the issued pass arrives.
Qualifying Salaries for a New Pass
| Pass and sector | Current minimum (rises with age) | New applications from 1 Jan 2027 |
|---|---|---|
| Employment Pass, all sectors except financial services | S$5,600, up to S$10,700 at age 45 and above | S$6,000, up to S$11,500 at age 45 and above |
| Employment Pass, financial services | S$6,200, up to S$11,800 at age 45 and above | S$6,600, up to S$12,700 at age 45 and above |
| S Pass, all sectors except financial services | S$3,300, up to S$4,800 at age 45 and above | S$3,600, up to S$5,100 at age 45 and above |
| S Pass, financial services | S$3,800, up to S$5,650 at age 45 and above | S$4,000, up to S$5,650 at age 45 and above |
These are fixed monthly salaries as published by MOM and checked in November 2026. The age-based increases start from age 23.
If You Hold an S Pass
S Pass holders follow the same pattern, with one extra hurdle on the employer's side. MOM caps the number of S Pass holders a company can hire at 10% of its total workforce in the services sector, and at 15% in the construction, manufacturing, marine shipyard and process sectors. A new employer with no quota left cannot hire you on an S Pass, however strong your profile is, so ask HR to confirm its quota before you resign. Our guide to moving from S Pass to PR covers the rest of the S Pass route.
Avoiding a Gap Between the Old Pass and the New One
MOM does not cancel the old pass automatically when the new one is approved. Its FAQ says this is so that the current employer has a notice period. Your old employer must then cancel the pass within 1 week after the last day of notice, and it can submit the request up to 14 days in advance.
Once a pass is cancelled, the holder cannot work, even while waiting to leave Singapore. The employer can request a Short-Term Visit Pass (STVP) at the point of cancellation. MOM says the STVP gives valid stay for up to 90 days for a former EP holder and up to 30 days for a former S Pass holder. Passes issued to family members under the main pass are cancelled along with it and cannot be reinstated.
A Safe Order of Steps
- Ask the new employer to check your eligibility with MOM's Self-Assessment Tool before you resign.
- Let the new employer submit the EP or S Pass application while you are still on your current pass. MOM does not require the existing EP to be cancelled first.
- Wait for the in-principle approval before you fix your last day with the old employer.
- Get the new pass issued, and start work only after the notification letter arrives.
- File the update with ICA through 'Update information', with the new employer's letter attached.
- Ask the new employer to apply for family passes after the main pass is approved, as MOM recommends, so your spouse and children are covered.
If the Old Pass Ends First
ICA does not publish what happens to a pending PR application when the applicant's work pass ends before a decision. Its eligibility table describes the category as holders of an Employment Pass or S Pass, so we would not choose a long spell without a pass. If it does happen, write to ICA through its PR enquiry form with your full name, identification number and application number, and explain the dates and the pass you expect next. Keep a valid immigration pass the whole time, because overstaying is an offence.
How a Pay Change, Probation or Gap May Be Read
ICA does not publish weights, salary floors or a points score for PR, and it says nothing specific about job changes. The table below is how we read the factors it does publish. It cannot predict an outcome, and ICA alone makes the decision.
| Situation | Why it may matter | What to send ICA |
|---|---|---|
| Higher pay in the same field | It adds to the economic contribution ICA weighs | The new employer letter and your first pay slip |
| Similar or slightly lower pay in a better role | ICA has no published PR salary rule, so the reason for the move does the explaining | The new letter plus a short note on why you moved |
| A large pay cut | It weakens the economic picture your original papers showed | The new letter and a brief, honest explanation |
| Probation at the new job | Your new letter shows a start date only weeks old; ICA publishes no rule on probation | A letter confirming your role, start date and probation terms |
| A short gap between jobs | There is no published rule, but the gap will show in your pay slips | The dates of both jobs and the pass you held during the gap |
| Leaving employment to run a business | You move to the self-employed document set in ICA's checklist | The ACRA certificate plus 3 years of balance sheets and profit and loss statements |
Should You Delay the Move Until the Decision?
Sometimes waiting is the better call. ICA says it generally processes an application within 6 months if all the required documents are submitted, and that some applications take longer. If you are four or five months in and the offer is only a modest step up, a later start date costs you little. When the new role pays clearly more, or your current job is ending anyway, it usually makes more sense to move and update ICA promptly. ICA does not say whether an update restarts or lengthens the assessment, so plan without assuming either. Our guide to Singapore PR processing time explains what the 6-month figure covers.
Changing Jobs After In-Principle Approval
Approval does not remove the need for a pass. ICA states that the In-Principle Approval (IPA) is not an immigration pass and does not give you legal stay in Singapore, and that you must hold a valid immigration pass while you complete the formalities. According to ICA's AskGov answer, your EP is cancelled once you have been granted PR status after the formalities. MOM's cancellation page likewise says an employer does not need to cancel the pass when the holder becomes a Singapore permanent resident.
A job change between IPA and formalities therefore still needs the full MOM process if leaving would put you without a pass. Where the formalities are close, it is usually simpler to finish them first. ICA also asks that every entry you make during formalities is accurate, because errors can affect processing and the issue of your documents. Our guide on what to do after receiving IPA walks through the formalities in order.
What Is Changing in 2027
MOM has published higher qualifying salaries for new EP and S Pass applications submitted from 1 January 2027. Renewals get a longer runway, as the new floors apply to passes expiring from 1 January 2028. A job change counts as a new application, so a person who switches employers in 2027 meets the higher figure about a year before a renewal would have required it. If your PR case is still open and a move next year is likely, check the new offer against the 2027 column in the salary table above.
ICA's PR application page was last updated on 30 October 2026. It still gives a processing time of within 6 months, with a fee of S$100 per applicant at submission, and it has no separate guidance on job changes beyond the AskGov answer on updating employment details. For the wider picture of the EP route, see our guide to moving from Employment Pass to PR.
Frequently Asked Questions About Changing Jobs During a PR Application
Can I change jobs while my Singapore PR application is pending?
Yes. Neither ICA nor MOM publishes a rule against it. Your new employer applies to MOM for a new Employment Pass or S Pass, and you report the change to ICA yourself through the e-Service.
How do I tell ICA about my new job?
Log in to the e-Service via MyICA with Singpass and select 'Update information' on your case summary page. If you applied without Singpass, log in with your application Reference ID and use the same option.
Do I need a new employer letter for ICA?
ICA does not publish a separate document list for job changes. Its checklist asks for a letter from your current employer stating your occupation, date of employment and basic and gross monthly salary, so a fresh letter from the new employer with those details is the natural document to upload.
Will changing jobs restart or delay my PR application?
ICA does not say. It generally processes applications within 6 months when all documents are in order, and some take longer. We have found no published rule that a job change resets that period.
What happens if my EP is cancelled before ICA decides?
You cannot work once the pass is cancelled, and your stay then rests on a Short-Term Visit Pass of up to 90 days for a former EP holder. ICA does not publish how it treats a pending application in that position, so contact ICA through its PR enquiry form and get a new pass in place as soon as you can.
Will a lower salary at the new job lead to a rejection?
ICA publishes no PR salary threshold and does not explain individual decisions. A lower salary changes the economic contribution picture, so send the new figures with a short explanation of the move. Nobody can promise an outcome either way.
Can I change jobs after receiving In-Principle Approval?
You can, but the IPA is not an immigration pass, so you still need a valid pass until the formalities are complete. If the formalities are only weeks away, we would usually complete them before starting the new job.
